
      After a request for appeal has been received at the appeals@unol.org e-mail address, the Secretary General (or his/her designee, hereafter SG/D) shall send an e-mail to all members of the Board of Appeals (BOA) within 24 hours of the submission of the appeal request notifying BOA members that the Board will be convening.
      After receiving the e-mail from the SG/D, any member of the BOA who is a party to the appeal or any BOA member who will not be able to participate shall notify the SG/D. Half of the BOA members must respond that they will be able to participate in the appeal.
      The SG/D shall immediately send a request to the parties of the appeal to submit a written report of their position, including the requested remedy (hereafter Partyreply1). At this stage, parties in the appeal should include all relevant communications regarding the matter that led to the appeal, including but not limited to personal e-mails. Partyreply1 shall be received by the SG/D within 48 hours of SG/D's request for report to parties.
      Partyreply1 shall be distributed to all members of the BOA who will be involved in the discussion of the appeal immediately upon its receipt by the SG/D.
      After receiving partyreply1, all participating members of the BOA shall submit to the SG/D any questions they may have for the parties to the appeal. This shall be accomplished within 48 hours of submission of partyreply1 to the BOA members. During the entire appeal process, no member of the BOA shall make contact with a party to the appeal.
      The SG/D will then submit the list of questions to the parties of the appeal. The parties will then each submit their response (partyreply2) to the SG/D and the members of the BOA. Partyreply2 shall also include any relevant electronic communications that serve to clarify the matter. Partyreply2 shall be received by the members of the BOA within 48 hours.
      Members of the BOA will then have 48 hours (to be counted from timestamp on SG/D's copy of last partyreply2) to discuss the matter amongst themselves.
      At the conclusion of the 48 hours, the SG/D will initiate a vote (means to be determined by the SG/D) on the merits of the appeal. Each participating BOA member shall vote once on the matter. If a member of the BOA is unavailable during this period, their vote shall not be counted. The voting process will be of 72-hour duration from SG/D's initiation of the vote. No abstentions will be allowed.
      The SG/D will count the votes and communicate the results electronically to BOA members as well as the parties involved within 48 hours of the termination of voting.
Additional note:
      If the appeal concerns a working paper or a resolution, all activity (including votes) in the Lobbying Area forum or the General Assembly caucus forum on the paper or resolution shall cease until the determination of the outcome of the appeal.
      The entire appeals process shall last no longer (from SG/D's receipt of appeal request to notification of appeal results) than 14 days.
      Unless otherwise noted, 'submission' times shall be determined by the timestamp on the electronic communication from the sender.
