Recognizing the importance of the non-proliferation of
nuclear weapons - both globally and regionally - in
enhancing international peace and security,

Concerned by the grave consequences, endangering peace and
security, or the presence in the Middle East region of
nuclear activities not wholly devoted to peaceful purposes,

Welcoming the initiatives regarding the establishment of a
zone free from all weapons of mass destruction, including
nuclear weapons, in the Middle East and recent initiaitves
regarding arms control in the region,

Reaffirming the inalienable rights of all States to acquire
and develop nuclear energy for peaceful purposes,

Emphasizing also the need for appropriate measures on the
question of the prohibition of military attacks on nuclear
facilities,

Noting the essential role of the United Nations in the
establishment of a nuclear-weapon-free zone in the Middle
East,

Recalling the Support of the International Atomic Energy
Agnecy (IAEA) General Conference for the establishment of a
nuclear-weapon-free zone in the Middle East,

1. Urges all parties directly concerned to consider
seriously taking the practical and urgent steps required
for the implementation of the proposal to establish a
nuclear-weapon-free zone in the region of the Middle East;

2. Calls upon all countries in the region of the Middle
East to place all their nuclear activities under IAEA
safeguards, and to adhere to the Treaty on the
Non-Proliferation of Nuclear Weapons (NPT);

3. Requests all nations in the Middle East not to develop,
test, or otherwise acquire nuclear weapons or permit the
stationing on their territories, or territories under their
control, of nuclear weapons or nuclear explosive devices;

4. Further requests states in the region of the Middle East
to commit to apply the highest standards of security and
physical protection of nuclear material, facilities, and
equipment to prevent theft and unauthorized use;

5. Prohibits any armed attack against nuclear installations
in the Middle East and in nuclear-weapon-free zones;

6. Suggests to the Security Council that it take
appropriate measures against any state that engages in
armed attacks against nuclear installations;

7. Further prohibits the dumping of any radioactive
material or radioactive waste in the region of the Middle
East;

8. Entrusts the IAEA with the obligation of verifying,
through its safeguards system, compliance by the parties
with their commitment to use nuclear energy exclusively for
peaceful purposes;

9. Encourages the IAEA to verify the peaceful nature of
declared nuclear activities and to detect possible
undeclared activities through,
     a) increased access to information
     b)new verification techniques such as,
          1) environmental sampling,
          2) increased physical access to sites and
locations;

10. Further calls upon all States in the region of the
Middle East to take measures, including confidence-building
and verification measures, aimed at establishing a
nuclear-weapon-free zone in the Middle East;

11. Requests the Secretary-General to undertake a study on
effective and verifiable measures which would facilitate
the establishment of a nuclear-weapon-free zone in the
Middle East, taking into account the views and suggesstions
of the parties of the region, and to submit this study to
the General Assembly at its fifty-third (53) session;

12. Urges all states of the Middle East to submit to the
Secretary-General their views and suggesstions with respect
to the measures called for in paragraph ten eleven (11)
above;

13. Decides to include in the provisional agenda of its
fifty-third (53) session the item entitles "Establishment
of a nuclear-weapon-free zone in the region of the Middle
East".
