Aware of the present lack of unity in terms of the 2. implementation of the 1951 Convention and the 3. observances of the UNHCR; 4. Concerned about the rise in limitations to Political 5. Asylum seekers while trying to limit illegal migration 6. and the influx of false refugees; 7. Recommends implementation of standardized regulations 8. and requirements for the acceptance and processing of 9. refugees, 10. As well as to the deportation or movement of the same. 11. Urges the formation of a committee to decide on a form 12. of categorization of nations most likely to create 13. refugees in order of degree, 14. Easing the acceptance or rejection of the same. 15. Calls for a ratification of the 1951 Convention 16. to include the validity of non-governmental refugees 17. as well as governmental refugees. 18. Rejects the rising use of the " Safe Third Country " Ideology. 19. Advocates the direct involvement and authority of the UNHCR 20. above and in conjunction with a host nation of refugees. 21. Beleives these measures will help control the negative 22. effects of the inconsistencies of asylum candidacy laws 23. among nations.
