UNOL-C2R3: Security Council Reform

1. The General Assembly,
2. Recognizing that the security council that now exists was created in the 1940's
3. and is based upon 1940's pricnciples, and
3. Realizing the need for expansion in the security council, and
4. Recalling the plan to expand the Security council to 24 members adding 5 permanent
5. and 4 rotating, and
6. Noting that areas such as the Middle East, Africa, and South America hold no
7. permanent representation in the Security Council:
8. 1) Strongly suggests that Japan and Germany be given permanent seats on the
9. security council leaving three seats open; and
10. 2) Amends the charter to allow for the the nations deemed as enemy to no longer
11. be stated that way under the charter; and
12. 3) Calls for the implemention of a five point plan to follow in this order:
13. a) Recomendation of the three permanent seats left over by the regional blocs themselves
14. b) The Secretary-General to set up a special committee to observe these countries and
15. decide if them withold the economic, political, and geographical stability needed
16. c) A special session of the General Assembly to discuss the recomendations and the report
17. that will be given by the special committee
18. d) A vote by the General Assembly to elect the three members other than Japan and Germany
19. e) Have the new 24 member security council to meet
20. 4) Designates the amending of the UN charter to allow for the proposed ideas in operative three to work; and
21. 5)Reaffirms the fact that none of the new permanent members withold veto power; and
22. 6)Invites the new security council to use these reforms to better serve the world.
