1.  The General Assembly:

2.  Welcoming the Secretary-General's proposals to reform the United Nations,

3.  Bearing in mind the Purposes of the United Nations, which are: 

4.  a) To maintain international peace and security, and to that end: to take effective
5.      collective measures for the prevention and removal of threats to the peace, and for
6.      the suppression of acts of aggression or other breaches of the peace, and to bring
7.      about by peaceful means, and in conformity with the principles of justice and
8.      international law, adjustment or settlement of international disputes or situations
9.      which might lead to a breach of the peace;

10. b) To develop friendly relations among nations based on respect for the principle
11.     of equal rights and self-determination of peoples, and to take other appropriate
12.     measures to strengthen universal peace;

13. c) To achieve international co-operation in solving international problems of an
14.     economic, social, cultural, or humanitarian character, and in promoting and
15.     encouraging respect for human rights and for fundamental freedoms for all without
16.     distinction as to race, sex, language, or religion; and

17. d) To be a centre for harmonizing the actions of nations in the attainment of these
18.     common ends,

19. Deeply concerned by the precarious financial situation and perpetual cash flow crisis
20. that is projected to hamper the ability of the United Nations to meet the increasing
21. amoung of responsibilities delegated to the Organization by the various Member States;

22. Alarmed that certain Member States willingly fail to discharge their obligations under
23. the United Nations Charter,

24. Taking into account Article 108 of the Charter of the United Nations, 

25. Mindful of the inability of Article 19 of the Charter of the United Nations to serve as
26. a deterrent to Member States delinquent in the payment of their dues as intended:

27. 1. Welcomes the Secretary-General's proposals to reform the United Nations; and

28. 2. Calls upon Member States in arrears in the payment of their dues to the
29.    United Nations and are not through any serious economic problems that many
30.    hamper their abilities to meet their obligations to the United Nations to
31.    pay their outstanding contributions to the Organization; and

32. 3. Instructs the Secretary-General to inform Member States which fall 180 days
33.    past due in meeting their assessment obligations be notified by the Secreariat
34.    that they are in arrears and ask them to designate a future date of such payment; and

35. 4. Adopts the following amendment to Article 19 of the Charter of the United Nations:

36.    1) A Member of the United Nations which is in arrears in the payment of its financial
37.       contributions to the Organization shall be charged a penalty charge equal to the
38.       interest rate set by the central bank of the Member State where the Headquarters
39.       of the United Nations are located for each year the Member of the United Nations
40.       is in arrears. 

41.    2) Candidates from a Member of the United Nations in arrears will further be
42.       inelligible to serve in any body of the United Nations in which membership
43.       is not universal except the Security Council and the Plenary Committee of
44.       the Economic and Social Council. 

45.    3) The General Assembly may, nevertheless, permit such a Member a waiver on the
46.       provisions stated above if the International Monetary Fund reports to the
47.       Secretarry General that the failure to pay is due to dire economic conditions
48.       beyond the control of the Member.

49. 5. Invites Member States to establish a Revolving Credit Fund that would be available
50.    to the Secretary-General to finance, on a resource basis, newly arising overdue
51.    assesment payment of Member States; and

52. 6. Authorizes the Secretary-General to pledge the amounts owed by Member States as
53.    collateral at such time the Secretary-General considers necessary borrowing from
54.    the Revolving Credit Fund which would be reimbursed when Member States pay their
55.    arrears; and

56. 7. Also authorizes that any unspent balances of the regular budget at the end of the
57.    fiscal period be deposited into the Revolving Credit Fund.
