The General Assembly:
Guided by the Charter of the United Nations, the Universal Declaration of
Human Rights, the International Covenants on Human Rights and accepted
humanitarian rules, as set out in the Geneva Conventions of 12 August 1949
and the Additional Protocols thereto of 1977,
Reaffirming that all Member States have an obligation to promote and protect
human rights and fundamental freedoms and to fulfil the obligations they
have freely undertaken under the various international instruments,
Recalling that Algeria is a party to the Convention on the Prevention and
Punishment of the Crime of Genocide,the Convention against Torture and Other
Cruel Inhuman or Degrading Treatment or Punishment, and the Convention on
the Elimination of All Forms of Discrimination against Women, and that it
has signed , the International Covenant on Civil and Political Rights, the
International Covenant on Economic, Social and Cultural Rights,and the
Convention on the Rights of the Child,
Alarmed by the recent incidents of violence in Algeria,
Deeply disturbed that the recent violence included acts of savagery such as
the hurling of babies against walls, people being burned alive, people being
hacked to death, children and old people being butchered alive, and women
being raped,
1. Deplores the recent acts of violence in Algeria;
2. Calls upon the United Nations High Commissioner for Human
Rights to appoint a Special Rapporteurs on Algeria in order to examine the
situation in Algeria;
3. Urges the Government of Algeria to allow the Special Rapporteur on
Algeria to investigate the situation in the affected areas and to fully
cooperate with the efforts of the Special Rapporteur;
4. Requests the Special Rapporteur to present its findings to the General
Assembly, the Security Council, and the Comission on Human Rights;
5. Calls upon the Secretary General to investigate the feasibility of
establishing an Ad Hoc Tribunal on Genocide and Crimes Against Humanity;
6. Instructs the Secretary General to present his feasibility report to the
Security Council six months after the approval of this resolution;
7. Also instructs the Secretary General to include in his feasibility report
the capacity of the Ad Hoc International Tribunal to integrate itself to the
International Criminal Court once the instruments are completed and ratified.
