The General Assembly,

1) Realizing that nuclear weapons and other weapons of mass destruction are a
2) dangerous and terrifying innovation as well as a
3) threat to mankind in the hands of nations who have refused to acknowledge
4) the Strategic Arms Limitation Treaties I and II,
5) the Comprehensive Test Ban Treaty (CTBT), and other relevant
6) non-proliferation treaties, and

7) Expressing its hope that new mechanisms of weapons inspections might press
8) uncooperative states to cooperate with weapons inspectors, and

9) Recognizing the need for new stronger guidelines in the matters of approval
10) of weapons inspections, cooperation of member states during these
11) inspections, and penalties for non-cooperation, and

12) Bearing in mind the role of the Security Council according to Chapter V of
13) the United Nations Charter, including the responsibility for the maintenance
14) of international peace and security according to Article 24, and

15) Also bearing in mind the role and responsibility of the Security Council in
16) determining the existence of any threat to the peace, breach of the peace,
17) or act of aggression, according to Chapter VII and in particular, Article
18) 39, of the United Nations Charter, and

19) Realising that whilst Article 26 of the United Nations charter provides
20) for the Security Council to determine the regulation of armaments with the
21) assistance of the Military Staff Committee (outlined in Article 47), such
22) regulation needs more strict guidelines particularly in the area of weapons
23) inspections:

24) 1. Suggests the introduction of new inspection approval guidelines, and to
25) that end:
26)	a) Recommends that member or non-member states may request new inspections
27)	of nations armed or suspected of stockpiling weapons of mass destruction,
28)	and who have acted in a threatening or irresponsible manner, addressing such
29)	requests to the Security Council who shall determine a course of action, if
30)	any, and
31)	b) Asks the Security Council to find ways how to expedite and faciliate the
32)	process of imposing and carrying out weapons inspections; and

33) 2. Reaffirms that the Security Council shall at all times maintain,
34) according to the Charter, its rights and privileges pertaining to its role
35) of maintaining international peace and security; and

36) 3. Recommends the definition and imposition of penalties for non-cooperation
37) with approved weapons inspections, which shall include:
38)	a) Economic sanctions, as determined by the Security Council, and
39)	b) Suspension of participation and voting rights in the General Assembly and
40)	Security Council as defined by Chapter II, Article 5 of the United Nations
41)	Charter.
