GA4: Mediation in the Middle East

The General Assembly,

1) Reaffirming that the United Nations has the responsibility to lesson
2) threats to international peace and security, and

3) Noting that the Israeli Palestinian conflict is a threat to
4) international cooperation and that it is the global community's
5) responsibility to help the disputing parties arrive at a decision
6) acceptable to both, and

7) Alarmed at the number of deaths that have occurred due to recent
8) violence in the area, and

9) Firmly believing that action is required to prevent future innocent
10) fatalities, and

11) Recognizing that mutual dialogue is necessary and critical to the cause 
12) of peace, and

13) Acknowledging that the vast multitudes of people, Israeli and
14) Palestinian alike, would desire to live in peace, and

15) Expressing its grave concern in light of the continuation of the tragic and 
16) violent events that have taken place since September 2000, and

17) Recalling its resolution GA-1 of March 20, 2001, which called for the creation of 
18) a body to be called the "United Nations Temporary Mediation Commission" 
19) (UNTMC), and
 
20) Acknowledging the efforts of the sponsors, signatories and supporters 
21) of GA-1 to work on a new peace initiative in the Middle East, and
 
22) Taking note of the objection to some specific contents of GA1 as voiced 
23) by the delegation of Israel, and
  
24) Regretting that the UNTMC could never be convened:

25) 1. Calls for the creation of a United Nations Mediation Commission for 
26) the current dispute between the people of Israel and Palestine; and

27) 2. Authorizes the commission to meet separately with both parties to hear their
28) concerns until such time as both parties agree to a simultaneous exchange with the
29) commission, and 

30) 3. Further authorizes the commission to seek out common ground and
31) workable solutions that will prevent unnecessary violence and create a 
32) lasting peace with the understanding that any action deemed necessary 
33) by the commission must be supported and agreed to by both the Israeli 
34) government and the Palestinian Authority; and

35) 4. Determines that the commission shall initially consist of up to 8  
36) representatives from either current member nations or organizations that 
37) have a permanent invitation to participate in United Nations affairs; and 

38) 5. Allocates one seat to both the Israeli government and the
39) Palestinian Authority; and

40) 6. Allocates one seat to a nation or organization chosen without
41) restriction by the nation of Israel; and

42) 7. Allocates one seat to a nation or organization chosen without
43) restriction by the Palestinian Authority; and

44) 8. Determines that the remaining 4 seats will be filled in the
45) following manner: 
46) a. all nations or organizations wishing to participate
47) who consider themselves to be neutral parties to the dispute in
48) question will inform the Secretary-General, and
49) b. The Secretary-General will then forward a list of those nations and
50) organizations to both Israel and the Palestinian Authority who may then
51) choose up to 8 from the list that they feel are both neutral parties
52) and parties that will be beneficial to the mediation process, and
53) c. The Secretary General will then select the remaining 4 participants,
54) giving first preference to those nations or organizations deemed
55) acceptable by both parties and giving secondary preference to those
56) nations or organizations selected by one, and 
57) d. Any impasse in the selection process will be resolved through the 
58) Secretary-General's own discretion with the paramount consideration 
59) being the creation of a body that can effectively work for peace; and

60) 9. Requests that the Secretary-General chair the committee
61) or appoint a chair to act in his stead and serve as the commission's
62) 9th member; and

63) 10. Authorizes the addition of seats on the commission beyond that which
64) is called for and the extending of invitations to fill those seats
65) upon the unanimous consent of the Secretary-General, and the 
66) representatives of Israel and the PNA; and

67) 11. Authorizes the Secretary-General to determine the rules and
68) procedures for the activities of the commission; and

69) 12. Authorizes the creation of a religious advisory council who shall act
70) as observers and assist the Chair when deemed necessary; and

71) 13. Determines that the religious council shall consist of 3 Clerics,
72) one for each of the religious circles of the Christian, Islamic 
73) and Jewish faiths represented in Jerusalem who shall be 
74) selected by the Secretary-General, in his capacity as chair, 
75) after receiving recommendations from appropriate church authorities    
76) as recognized by the United Nations; and

77) 14. Authorizes the commission to proceed with its task once all
78) nations and organizations have been invited according to clauses 5 and 8  
79) above and to continue with that task regardless of whether or not all 
80) seats on the commission are accepted by the parties invited; and

81) 15. Further authorizes that invitations to all parties are to remain open 
82) until authorization is revoked; and 

83) 16. Authorizes the Secretary General to assume responsibility for 
84) credentials acceptance for the participants; and

85) 17. Determines to remain seized on the matter until a peaceful
86) solution is reached.
