GA7: Humanitarian Situation in Afghanistan

SUBJECT: Humanitarian Situation in Afghanistan

The General Assembly,
1) Recalling its resolution 46/182 of 19 December 1991 and related resolutions regarding
2) humanitarian assistance, and
3) Deeply concerned about the critical humanitarian situation both within Afghanistan as 
4) well as that of Afghani refugees, and
5) Further concerned with the impact of the war against terrorism on humanitarian
6) assistance to the people of Afghanistan, and
7) Noting with approval the efforts of the coalition nations towards alleviating the
8) humanitarian crisis within Afghanistan, and
9) Recognizing the risks taken by workers of international aid agencies, such as the
10) International Federation of the Red Cross and Red Crescent, so that assistance could 
11) be given to the people of Afghanistan, and
12) Noting with regret that there are regions within Afghanistan that cannot be reached 
13) by conventional means, and
14) Noting with alarm that banditry is taking root within northern Afghanistan that
15) prevents the distribution of humanitarian assistance in that region, and
16) Cognizant of the difficulty of distributing humanitarian assistance in regions afflicted 
17) by open combat, and
18) Aware of the increasing gravity of the situation of Afghani citizens regarding basic 
19) human needs, especially in the coming winter months, 
20) The General Assembly:
21) 1. Calls upon all Member States involved in the war against terrorism within
22) Afghanistan to render humanitarian assistance to the people of Afghanistan
23) as well as grant necessary transportation for such assistance; and

24) 2. Requests that all Member States provide necessary and sufficient security for
25) the transportation of basic human requirements to regions still afflicted by
26) combat; and

27) 3. Encourages the Security Council of the United Nations do the following:
28) a) Create an International Police Force mission to, in addition to their usual duties,
29) maintain order in the various refugee camps inhabited by the Afghani Diaspora as 
30) well as within Afghanistan; 
31) b) Note the specific duty of facilitating the distribution of humanitarian 
32) assistance when forming any possible Peacekeeping Mission within  
33) Afghanistan;
34) c) Further note the necessity of including areas inhabited by the Afghan Diaspora
35) when assigning the Area of Responsibility for the Peacekeeping Mission in
36) Afghanistan; and

34) 4. Further calls upon all Member States involved in the war against terrorism 
35) within Afghanistan to scrupulously observe the letter and the spirit of
36) international humanitarian law; and

37) 5. Urges the concerned specialized agencies and other organizations of the
38) United Nations system, in particular the United Nations Development
39) Programme, the Office of the United Nations High Commissioner for
40) Refugees, the United Nations Children's Fund, the World Health
41) Organization, the Food and Agriculture Organization of the United Nations,
42) the World Food Programme, the United Nations Centre for Human
43) Settlements, to initiate, in conjunction with the International Federation of
44) the Red Cross and Red Crescent and other agencies, on the most urgent basis
45) their assistance programs in their respective fields of competence in order to
46) alleviate the suffering of all of the Afghani people, including those currently
47) extant in other nations; and

48) 6. Directs the Secretariat of the United Nations to provide all necessary
49) assistance and support to the organs mentioned above and instructs the Special
50) Representative of the Secretary General to coordinate with the Non-Governmental
51) Agencies and Organs and Agencies of the United Nations working in Afghanistan
52) and among the Afghan Diaspora; and

53) Decides to include in the Agenda of the next session the matter under the item
54) 'Humanitarian Situation in Afghanistan'.
