The General Assembly,
1 Emphasizing that, according to Chapter 4, articles 10, 11, and
2 14 of the United Nations Charter, any nation may propose a way to
3 lessen threats to international peace and security, which the
4 General Assembly "deems likely to impair the general welfare or
5 friendly relations among nations", and
6 Understanding the long conflict between peoples living in the
7 area around the current nation of Israel, especially since the
8 recognition of the nation of Israel by the United Nations in
9 1948, and
10 Recognizing that the only way to resolve this bloody conflict is
11 to bring the belligerent parties together in mutual dialogue:
12 1. Calls for the creation of a body to be called the United
13 Nations Temporary Mediation Commission (UNTMC); and
14 2. Authorizes the UNTMC
15 a. to hear matters regarding the current dispute between the
16 nation of Israel and the Palestinian Authority; and
17 b. to serve as a mediator to help the disputing parties arrive
18 at a decision acceptable to both; and
19 3. Proposes that the UNTMC will consist of representatives from
20 seven countries, including
21 a. one representative of each of the seven nations; and
22 b. among them one representative of a permanent member of the
23 United Nations Security Council; and
25 4. Decides that the six representatives not falling under the
26 category of clause 3b will consist of nations who are now --
27 and have consistently been -- neutral with regards to foreign
28 aid as well as arms sales to Israel and other nations in the
29 Middle East as provided by the United Nations Register on
30 Conventional Arms; and
31 5. Defines "neutral" in the case of clause 4 as less than $10
32 million dollars in foreign aid to one of the nations in the
33 Middle East in the last five years and less than $5 million in
34 arms exports to one of the states in the area; and
35 6. Declares that a nation will not be eligible to serve on the
36 UNTMC unless it has reported figures to the United Nations
37 Register on Conventional Arms, and that the Permanent member
38 of the Security Council represented on the UNTMC will neither
39 chair the Commission nor have veto power on any matters that
40 may call for a vote among the members of the UNTMC; and
41 7. Affirms that the UNTMC will be governed by conventional rules
42 of parliamentary procedure, as those used in the General
43 Assembly, and that the seven nations represented on the UNTMC
44 shall vote amongst themselves for the nation that shall chair
45 the UNTMC, according to the principle of one nation, one vote,
46 with the permanent member of the Security Council ineligible
47 for the position of chairperson; and
48 8. Further transmits that the UNTMC shall open by having
49 representatives of the nation of Israel and the Palestinian
50 Authority each presenting their views on the requirements
51 necessary to end the conflict, after which the UNTMC shall
52 adjourn for a short time period to study the proposals as well
53 as to find common ground between them, after which they shall
54 return their suggestions to the parties for discussion to
55 begin; and
56 9. Declares accordingly that any other necessary rules for the
57 governing of the UNTMC shall be devised by the members of the
58 said body, again with each representative receiving one vote;
59 and
60 10. Invites all nations that would like to send a non-voting
61 observer to monitor the discussions; and
62 11. Notes that the observers may not post their thoughts in an
63 official context, although they may certainly maintain a
64 private dialogue with any member of the UNTMC; and
65 12. Hopes and prays that this opportunity for dialogue will be
66 accepted by both parties with a view towards providing a
67 basis for lasting peace in the Middle East.
