1.  The Security Council of the United Nations,

2.  Recalling its previous relevant resolutions, including its resolutions 661 (1990) of 
3.  6 August 1990, 687 (1991) of 3 April 1991, 699 (1991) of 17 June 1991, 707 (1991) of 
4.  15 August 1991, 715 (1991) of 11 October 1991, 986 (1995) of 14 April 1995, 1051 (1996) 
5.  of 27 March 1996, 1153 (1998) of 20 February 1998, 1175 (1998) of 19 June 1998, 
6.  1242 (1999) of 21 May 1999 and 1266 (1999) of 4 October 1999, 17 December 1999, 
7.  1284 (1999), and

8.  Recalling the approval by the Council in its resolution 715 (1991) of the plans for future 
9.  ongoing monitoring and verification submitted by the Secretary-General and the Director 
10.  General of the International Atomic Energy Agency (IAEA) in pursuance of paragraphs 10 
11.  and 13 of resolution 687 (1991), and

12.  Affirming the creation and work of the United Nations Monitoring, Verification and Inspection
13.  Commission (UNMOVIC) which replaces the Special Commission established pursuant 
14.  to paragraph 9 (b) of resolution 687 (1991), but

15.  Acknowledging the progress made by Iraq towards compliance with the provisions of 
16.  resolution 687 (1991) and

17.  Concerned at the humanitarian situation in Iraq, and determined to improve that situation:

18.  1.  Decides that the government of Iraq shall no longer be liable for the full costs of 
19.  UNMOVIC and the IAEA as established in resolution 1284 (1999) and instead shall be liable 
20.  for three quarters of the costs of the work of these subsidiary bodies; and

21.  2. Decides to exempt all commerical air-traffic from the provisions of the established 
22.  no-fly-zone as referred to in the provisions of paragraph 3 of resolution 661 (1990) and 
23.  resolution 670 (1990); and

24.  3. Reaffirms the provisions of operative clause 27 of resolution 1284 (1999) to ensure 
25.  that humanitarian aid is timely and equitably distributed; and

26.  4. Decides to work on a separate resolution on the question of military and economic 
27.  sanctions against Iraq before the provisional ending of the current oil-for-food programme; 
28.  and

29.  5. Suggests that such a new solution should consider easing restrictions on
30.  foreign investment to allow foreign help in goods and services for the civilian 
31.  population; and

32.  6. Reiterates the obligation of Iraq, in furtherance of its commitment to facilitate the 
33.  repatriation of all Kuwaiti and third country nationals referred to in paragraph 30 of resolution 
34.  687 (1991), and operative clause 13 of resolution 1284 (1999), to extend all necessary 
35.  cooperation to the International Committee of the Red Cross, and calls upon the Government 
36.  of Iraq to resume cooperation with the Tripartite Commission and Technical Subcommittee 
37.  established to facilitate work on this issue.
