SUBJECT: Situation in the Former Yugoslav Republic of Macedonia

1. The Security Council,
2. Recalling the resolutions 1160 (1998), 1199 (1998), 1199 (1998), 1203 (1998), 1239
3. (1999), 1244 (1999) all concerning the situation in Kosovo, Federal Republic of
4. Yugoslavia, and the surrounding countries, and
5. Bearing in mind the importance of the peaceful resolution of the problem of Kosovo,
6. Federal Republic of Yugoslavia, as well as of the security problems in parts of the
7. Former Yugoslav Republic of Macedonia and certain municipalities in southern Serbia, and
8. Deeply concerned by the flow of refugees and displaced people as a result of the use of
9. force in the Former Yugoslav Republic of Macedonia, and
10. Affirming that the deterioration of the situation in the Former Yugoslav Republic of
11. Macedonia, especially in the surrounding areas of Tetovo, constitutes a threat to peace
12. and security in the region, and
13. Welcoming the contribution of the international community to a peaceful solution to the
14. security problems in the area, particularly the efforts of the United nations Interim
15. Administration in Kosovo, of KFOR, of the European Union, of the North Atlantic
16. Treaty Organization, and of the Organization for Security and Cooperation in Europe
17. (OSCE), and
18. Affirming that all measures to end violence in the region should be consistent with the
19. rule of law, and
20. Aware that the Federal Republic of Yugoslavia, the Former Yugoslav Republic of
21. Macedonia, and other states in the region are characterized by multiethnic societies, and
22. Acting under Chapter VII of the Charter of the United Nations:
23. 1. Reaffirms the commitment to the sovereignty and territorial integrity of the Federal
24. Republic of Yugoslavia and the Former Yugoslav Republic of Macedonia; and
25. 2. Strongly condemns all terrorist actions which are being committed by extremist
26. groups in the region, especially in certain parts of the Former Yugoslav Republic of
27. Macedonia and in southern Serbia; and
28. 3. Further condemns Albanian extremists outside these areas who have been supporting
29. such acts of violence; and
30. 4. Affirms the necessary efforts of KFOR in the region, including for example:
31. a) preventing unauthorized movements across the borders in the region,
32. b) preventing illegal arms shipments,
33. c) confiscating arms in Kosovo,
34. d) informing the Council about developments in the region; and
35. 5. Calls for the strengthening of the role of the KFOR in the monitoring and control of
36. the border between the Kosovan province of the Federal Republic of Yugoslavia and the Former
37. Yugoslav Republic of Macedonia; and
38. 6. Encourages the Government of the Federal Republic of Yugoslavia and the Former
39. Yugoslav Republic of Macedonia to intensify their efforts to end the violence
40. provided that such measures are guided by the rule of law; and
41. 7. Urges all states in the region to take steps to prevent support for extremist groups; and
42. 8. Expresses its hope that the Albanian government will continue its efforts to isolate
43. extremists and prevent support for the rebels; and
44. 9. Recommends that the international community, i.e. states and appropriate
45. international and regional organizations, should consider ways to support a peaceful
46. solution to the conflict and ways to stabilize long-term peace and security in the
47. region; and
48. 10. Suggests to review the presence of international forces in the region, including
49. a possible reactivation of the United Nations Preventive Deployment Force
50. (UNPREDEP) in the former Yugoslav Republic of Macedonia.
51. 11. Decides to remain actively seized of the matter.
