1) The Security Council:
2) Deeply angered by the events of September 11, 2001, in which four airliners in the United
3) States were hikjacked, of which two were deliberately crashed onto the side of the World
4) Trade Center in New York City, New York, of which one was deliberately crashed onto
5) the side of the Pentagon building outside Washington, District of Columbia, and of which
6) one crashed outside Pittsburgh, Pennsylvania, and
7) Appalled by the destruction and the loss of life that these attacks have generated, and
8) Mindful that companies and organizations from twenty-six States had offices in the World
9) TradeCenter and thousands were inside or around the area of the building when the attacks
10) occurred, and
11) Reaffirming that persons who fail to comply with the obligations of international law are
12) individually responsible for such breaches, and
13) Noting the indictment of Usama bin Laden and his associates by the United States of America
14) for, inter alia, the 7 August 1998 bombings of the United States embassies in Nairobi, Kenya,
15) and Dar es Salaam, Tanzania, and the 12 October, 2000 attack against the USS Cole, and for
16) conspiring to kill American nationals outside the United States, and noting also the request
17) of the United States of America to the Taliban to surrender them for trial (S/1999/1021), and
18) Reaffirming its previous resolutions 1189 (1998) of 13 August 1998, 1193 (1998) of 28 August
19) 1998 and 1214 (1998) of 8 December 1998 and 1267 (1999) of 15 October 1999, and the statements
20) of its president on the situation in Afghanistan, and
21) Recalling the relevant international counter-terrorism conventions and in particular the
22) obligations ofparties to those conventions to extradite or prosecute terrorists, and
23) Determining that the failure of the Taliban authorities to respond to the demands in paragraph
24) 13 of resolution 1214 (1998) constitutes a threat to international peace and security, and
25) Stressing its determination to ensure respect for its resolutions, and
26) Taking into account the statements made by the Foreign Minister of Afghan faction known
27) as the Taliban, which also calls itself the Islamic Emirate of Afghanistan condemning the
28) terrorist attacks of September 11 and reminding said faction of the text of the Security
29) Council's Resolution 1267 of 15 October 1999, and
30) Determined to combat by all means threats to international peace and security caused by
31) terrorist acts,and
32) Recognizing the inherent right of individual or collective self-defence in accordance with the
33) Charter, and
34) Acting under Chapter VII of the Charter of the United Nations:
35) 1. Expresses its most sincere condolences to the Government and People of the United States
36) for the events of 11 September 2001 and to families and friends of the victims; and
37) 2. Unequivocally condemns in the strongest terms the horrifying terrorist attacks against the
38) World Trade Center, the Pentagon, and four airliners; and
39) 3. Calls upon all States to provide any and all assistance and work together to bring to
40) justice the organizers, perpetrators, and sponsors of these terrorist attacks; and
41) 4. Stresses that those responsible for aiding, supporting or harboring the perpetrators,
42) organizers and sponsors of these acts will be held accountable; and
43) 5. Calls also on the international community to redouble their efforts to prevent and suppress
44) terrorist acts including by increased cooperation and full implementation of the relevant
45) international anti-terrorist conventions and Security Council resolutions, in particular
46) resolution 1269 of 19 October 1999; and
47) 6. Expresses its readiness to take all necessary steps to respond to the terrorist attacks of
48) 11 September 2001, and to combat all forms of terrorism, in accordance with its
49) responsibilities under the Charter of the United Nations; and
50) 7. Reminds Member States of their duties under the Charter and the guarantees enshrined
51) under Chapter VII and the readiness of the Security Council to invoke them if and when the
52) Government of the United States wishes to do so in relation to the events of September 11; and
53) 8. Reiterates its demands that the Afghan faction known as the Taliban, which also calls itself
54) the Islamic Emirate of Afghanistan, comply promptly with its previous resolutions and in
55) particular cease the provision of sanctuary and training for international terrorists and their
56) organizations, take appropriate effective measures to ensure that the territory under its
57) control is not used for terrorist installations and camps, or for the preparation or
58) organization of terrorist acts against other States or their citizens, and cooperate with
59) efforts to bring indicted terrorists to justice; and
59) 9. Reiterates once again its demands that the Taliban turn over Usama bin Laden without further
60) delay to appropriate authorities in a country where he has been indicted, or to appropriate
61) authorities in a country where he will be returned to such a country, or to appropriate
62) authorities in a country where he will be arrested and effectively brought to justice; and
63) 10. Decides to remain actively seized on the matter.
