GA2: Effects of September 11th Attacks on the Caribbean Economy

SUBJECT: Effects of September 11th Attacks on the Caribbean Economy

SIGNATORIES: Dominican Republic, India, Lesotho 

The General Assembly,

1) Recognizing the widespread effects of the September 11th terrorist attacks
2) throughout the world economy, and

3) Taking into account the dependency of the Caribbean region's economy 
4) on tourism, which constitutes 30% of the Region's GDP and 25% of the 
5) employment, and

6) Acknowledging the growing interdependency of the world economy, and

7) Noting that sustainable development is imperative in developing countries, 
8) particularly the development of sustainable tourism in vulnerable small island 
9) nations, and
	
10) Noting with approval the upcoming World Summit on Sustainable
11) Development, the International Conference on Financing for Development, the
12) work of the UNDP, IMF, other developmental financers, and the 1994 Barbados
13) Program of Action as tools to promote sustainable development, and

14) Recalling General Assembly resolutions 53/189, 52/202, 51/183, 50/116,
15) 54/225 and 55/203 and all other relevant UN resolutions in this, along with
16) Articles 10 and 13 (section 1/B) of the United Nations Charter outlining the 
17) cause for the UN's involvement in this matter, and
18) Acknowledging that the Caribbean states, due the nature of their
19) geographical conditions, are constantly facing serious financial and
20) resource constraints, and

21) Believing that now is the time to act in order to boost the sagging Caribbean
22) economy by continuing to find solutions to the problem of sustainable
23) development:

24) 1. Calls upon those Caribbean nations and specifically those small island
25) developing states that are signatories to the Rio Declaration on Environment and
26) Development and Agenda 21 to uphold their commitments to work on
27) international cooperation on sustainable development by:
28) a) Participating actively at the upcoming Johannesburg World Summit on 
29) Sustainable Development; and
30) b) Working with the Caribbean Community, Association of Caribbean States, and
31) Organization of Eastern Caribbean States to develop methods of boosting the
32) tourism industry; and
33) c) Following their environmental commitments as outlined in the Agenda 21 and
34) the Convention for the Protection and Development of the Marine Environment of
35) the Wider Caribbean Region; and
36) d) Participating actively in programmes implemented by the United Nations
37) Commission for Sustainable Development within the framework of the Small
38) Islands Developing Nations programme in all aspects of cooperation;
39) 2. Urges the Caribbean states and the Caribbean Community as an organizing
40) force in the region to use more actively the possibilities opened up by the
41) adoption of the 1994 Barbados Program of Action and provided by
42) cooperation within the framework of the Alliance of Small Island States;

43) 3. Asks the Caribbean Community to make a report by December 31, 2002 to
44) the United Nations Secretary-General on its work on development of sustainable 
45) tourism, specifically the outcome of CARICOM Tourism Summit in the Bahamas 
46) and its continual work with the Caribbean Tourism Organization and the 
47) Caribbean Hotel Association; and

48) 4. Recommends the continuation of the alliance between the United Nations
49) Development Programme's Regional Bureau for Latin America and the
50) Caribbean and the Organization of Eastern Caribbean States with its individual
51) nation programme offices, particularly the Barbados UN House, in order to make 
52) it easier for tourism development to take place; and

53) 5. Calls on the International Monetary Fund to use its capacity as coordinator
54) of the new Caribbean Regional Technical Assistance Center to provide the
55) organization of financial aid to boost the regional tourism industry.
