1.  The General Assembly,

2. Remembering with deep regret with the deaths that have occurred at the hands of the
3. Palestinians and Israelis; and

4. Recognizing Israel’s right to exist peacefully; and

5. Recognizing the Palestinian people's inalienable right to self-determination as well as a state;
6. and

7. Noting the need for the Palestinian state to establish stable and representative institutions;
8. and

9. Recalling the duty of Member States under the International Convention against the Taking of
10. Hostages, Convention on the Prevention and Punishment of Crimes against Internationally
11. Protected Persons, including Diplomatic Agents, the International Convention for the
12. Suppression of Terrorist Bombings, and the International Convention for the Suppression of
13. the Financing of Terrorism; and

14. Recognizing the efforts of the U.N Secretary General, the European Union, the Russian
15. Federation, and the United States of America, as well as those of Egypt, Saudi Arabia, and 
16. Jordan in attempting to find a lasting diplomatic solution between Israel and Palestine; and

17. Noting with great dismay the proliferation of weapons of mass destruction in the Middle East;
18. and

19. Taking into account the continued destruction and loss of life that the continuing attacks and
20. retaliations have provoked among the Israeli and Palestinian peoples and that a serious effort
21. to stop terrorism and attacks on heavily populated areas must be undertaken; and
22. Bearing in mind the continuing atmosphere of violence and mistrust that exists between the
23. Israeli and Palestinian peoples; and

24. Acting under Articles 10 and 11 (2) of the Charter:

25. 1.  Calls upon Member States to engage in efforts to achieve a lasting and peaceful solution
26.     between Israel and Palestine; and 

27. 2.  Recommends under the principles of general cooperation in the maintenance of
28.      international peace and security to propose the suggestion included in the following Annex
29.      as the plan for a lasting peace between Israel and Palestine; and 

30. 3.  Instructs the Secretary General to submit the proposals included in the Annex in its
31.      deliberations as part of the Quartet (the Russian Federation, the United States of America,
32.      the European Union, and the United Nations;
33. Annex:

34.  The Palestinian Authority shall adopt the following measures:

35.      a)  Hold free and democratic elections under the supervision of international electoral    
36.           monitors,
37.  	 b)  Take all steps necessary to see that terrorist attacks against Israelis are stopped and that 
38.  	      perpetrators of future (and past) acts of terrorism are speedily brought to justice,

39.      c)  Disclose all participation in past terrorist activities immediately,

40.      d)  Acknowledge and respect Israel’s right to peaceful existence within secure borders; and
41.	 e)  Sign the nuclear non-proliferation treaty as a non-nuclear state; and

42. Israel shall adopt the following measures:

43.      a)  Over the course of nine months implement a removal of settlements on the Occupied West 
44. 	     Bank, Golan Heights, and Gaza Strip, save in those areas that are mutually agreed to 
45.	     be swapped,

46.      b)  Withdraw all of its forces to the borders negotiated at Taba in December 2000,
47.           immediately commencing after all settlements in the West Bank, Golan Heights and
48.          Gaza Strip are removed,

49.      c)  Acknowledge that the Palestinian people have the right to self-determination within a
50.           viable and secure state,

51.       d)  Sign and ratify the Nuclear Non Proliferation Treaty as a Non-Nuclear State, 

52. The Arab states will acknowledge Israel’s right to peaceful existence within secure borders,

53. The Palestinians and Israelis will accept the following conditions as terms for peace: 

54. a) Jerusalem, under its current municipal boundaries, shall be an international city.  Both the
55.      states of Israel and Palestine may have claim it as its capital, and have its principal  
56.      government institutions within the municipal boundaries, 

57.     i)The chief executive of the city of Jerusalem shall be a mayor nominated by the General
58.        Assembly upon the recommendation of the Security Council,

59.        a. The mayor of Jerusalem shall have the power to nominate the heads of the city
60.            departments with the advice and consent of the City Council,

61.        b.  The civil service of the City of Jerusalem shall be balanced in its composition,
62.             representative of the Arab and Jewish communities,

63.        c.  The Mayor of the City of Jerusalem shall be removed by the Security Council
64.             according to its Provisional Rules of Procedure, 

65.     ii) The City Council of Jerusalem shall be the principal legislative body of the city of 
66.        Jerusalem; the Jerusalem City Council shall be composed of 16 Members, each 
67.        representing a city district and 16 Members At-Large, the latter equally divided among
68.        Arabs and Jews, who shall be elected by proportional representation, members which 
69.        shall serve a four-year term,

70.        a. City Council decisions shall be adopted by a majority of a Council Members,
71.              representing both communities,

72.        b. The Jerusalem City Council shall have the power to administer financial resources 
73.              provided by the Israeli and Palestinian governments to Jerusalem as well as raise 
74.              revenues according to the provisions established by the Israeli and Palestinian 
75.              governments,

76.        c. The Jerusalem City Council shall have to determine land use within the municipal
77.              boundaries of Jerusalem save for the Old City, 

78.        d. The Jerusalem City Council shall have the authority to question and inquire
79.               members of the City Government over the functioning of city programs,

80.         e. The Jerusalem City Council shall have the power to recommend the removal of the
81.               Mayor of Jerusalem to the Security Council, this being done when the City Council
82.               recommends by a 2/3 majority of the Council, including a majority of both the district 
83.               and at-large Council Members, 

84.     iii) The Chief of the Jerusalem City Police shall be nominated by the Mayor with the advice
85.        and consent of the City Council,

86.        a. During the first ten years after the implementation of this agreement, the Chief of the
87.           Jerusalem Police shall be appointed by the General Assembly upon recommendation
88.            by the Security Council,

89.        b. The Jerusalem City Police shall reflect the balance of the community,

90.     iv) Israel’s judicial system shall jurisdiction for resolving adjudicating criminal and civil  
91.          cases that arise on the districts west of the border agreed on the 1948 Cease Fire
92.          Agreement while Palestine’s shall have the same jurisdiction on the districts east of the
93.          border agreed on the 1948 cease-fire Agreement; neither judicial system shall have
94.          jurisdiction in the Old City,

95.     v) The Old City of Jerusalem and the religious sites within shall be administered by a pan
96.         ecumenical council composed of the Patriarch of the Armenian Orthodox Church, the
97.         Chief Rabbi of Israel, the Mufti of Jerusalem, and the Bishop of Jerusalem of the Roman
98.         Catholic Church. Protestant and Maronite representatives will participate in deliberations
99.         without a vote,

100.   a. Each of the Quarters of the Old City shall be administered by its respective religious
101.       authority,

102.   b. Holy Sites and other places of religious significance shall be administered by the
103.       appropriate religious authority,

104.   c. Existing rights in respect of Holy Places and religious buildings or sites shall not be
105.       denied or impaired,

106.   d. Free access to the Holy Places and religious buildings or sites and the free exercise
107.       of worship shall be secured in conformity with existing rights and subject to the 
108.       requirements of public order and decorum,

109.   e. Holy Places and religious buildings or sites shall be preserved, to wit, no act shall be
110.       permitted which may in any way impair their sacred character; if at any time it appear
111.       to the pan-ecumenical council that any particular Holy Place, religious building or site 
112.       is in need of urgent repair, the pan-ecumenical council may call upon the community
113.       or communities concerned to carry out such repair; the pan-ecumenical may carry it 
114.       out itself at the expense of the community or communities concerned if no action is
115.       taken within a reasonable time,

116.   f. No taxation shall be levied in respect of any Holy Place, religious building or site that 
117.      was exempt from taxation on the date of the creation of the City, and no change in the
118.      incidence of such taxation shall be made which would either discriminate between the
119.      owners or occupiers of Holy Places, religious buildings or sites, or would place such
120.      owners or occupiers in a position less favorable in relation to the general incidence of
121.      taxation than existed at the time of the adoption of this proposed agreement,

122.   g. The appropriate religious authorities shall decide decisions on excavation and
123.       archeological research under religious sites of which final decisions over excavation 
124.      and archeological research shall rest upon the pan-ecumenical council,

125.   h. The pan-ecumenical council shall be responsible of enacting regulations affecting the 
126.       Old City, including land use,

127.   i. The Jerusalem City Police shall have the authority to ensure the security of the
128.      Old City but any arrests shall be processed by the Office of the Special Magistrate for
129.       the Old City of Jerusalem,

130.   j. The Office of the Special Magistrate shall have jurisdiction for resolving criminal and
131.      civil cases in the Old City of Jerusalem,

132.     vi) The City of Jerusalem shall be demilitarized; only troops authorized by the United
133.          Nations to maintain the peace in Jerusalem shall be allowed within the municipal       
134.          boundaries,

135.  b) The state of Palestine shall consist of the West Bank, the Gaza Strip; Israel and Palestine    
136.      can negotiate equitable transfers of land as final demarcation of their borders,
137.  c) The State of Israel and Palestine will agree to a binding mutual non-aggression treaty 
138.      that shall be guaranteed by China, Egypt, France, Jordan, the Russian Federation, 
139.      Saudi Arabia, Turkey, the United Kingdom of Great Britain and Northern Ireland, 
140.      and the United States of America,

141.  d) Palestinian refugees will be allowed to return to Israel, but any suspected militant or 
142.      terrorist will be turned down entrance -- the Israeli government will determine who fits
143.      these descriptions, but they will have to answer to the PRRPC (Palestinian Refuge
144.      Return Program Committee), which has the right to overrule Israeli rulings,

145.  e) A free trade system shall be established for an initial period of five years with view to
146.      establish an customs union,

147.  f) The Palestinian State shall have institutions that are stable and representative of the
148.      wishes of the people of Palestine — the United Nations Department of Political Affairs will
149.      provide electoral assistance, if asked for, in order to advance the establishing of 
150.	  representative institutions,

151.  g) A universal day of remembrance will be held every year on a day that will be chose     
152.       jointly by the Palestinians and Israelis,

153.  h) Israel and the Arab States shall engage in negotiations to establish confidence-building
154.      measures to reduce their respective armed forces and dismantle their respective arsenals
155.      of weapons of mass destruction,

156.  i) The Security Council will be recommended to authorize an international peacekeeping
157.      force to monitor and enforce this agreement. All Member States are welcomed to
158.      participate in any international peacekeeping force,

159.  j) The state of Palestine shall have guaranteed its right to choose whether to become a full      
160.      member of the United Nations.
