1. Security Council,
2. Concerned about the current conflict between the State of Israel and PLO, and
3. Affirming the right of the State of Israel to exist in peaceful environment, and
4. Recognizing Palestine as an independent entity entitled to rights and protection
5. of a sovereign state, and
6. Desiring to achieve long lasting piece and stability between Israel and Palestine,
7. while preserving rights of both sides, and
8. Reaffirming the right of Israel and Palestine to exist side by side in peace, and
9. Seeking to create an independent state of Palestine, and
10. Confident that both Israel and Palestine will form relations built on trust and
11. peace, live in side by side without threat, and
12. Deploring both sides to stop senseless and bloody conflict that has torn the land
13. apart for generations:
14. 1. Approves the following plan for creation of the state of Palestine:
15. a. Israel shall within 6 month period vacate and otherwise remove any and all Israeli military
16. personnel from Gaza and West Bank,
17. b. Israel shall grant independence and otherwise remove any control over Gaza and West Bank,
18. c. Palestine shall consist of Gaza and West Bank territories,
19. d. Palestine shall turn over any and all persons wanted by the Government of Israel,
20. e. State of Palestine shall not support or otherwise aid or in any way shape or form provide
21. assistance to militant or otherwise terrorist organization and will take all steps to prevent the above
22. mentioned being in the state of Palestine,
23. f. State of Palestine shall recognize and respect the borders of Israel and forfeit any and all
24. future territorial or monetary claims against the State of Israel in regards to any matter before the
25. creation of the State of Israel, including but not limited to religious sites and city of Jerusalem, and
26. g. Israel shall vacate and otherwise leave the current settlements in the West Bank and Gaza
27. within the period of 25 years nor shall it create any new ones; and
28. 2. Designates the following rights and obligations by the State of Israel:
29. a. Israel shall no longer be responsible for the following:
30. i. Provide social and educational services to the citizens of the State of Palestine,
31. ii. Provide any and all monetary loans or assistance to the State of Palestine,
32. iii. Provide employment to the citizens of the State of Palestine,
33. iv. Provide passages through Israel to the citizens of the State of Palestine, and
34. v. Any and all other obligations by the state to its citizens,
35. b. State of Israel may take appropriate measures to defend and protect its borders
36. such as, border patrols, fences, and any and all acceptable devices and safeguards,
37. c. State of Israel shall no longer provide citizenship and all of its benefits to all persons in
38. Gaza and West Bank, with exception of Jewish settlers,
39. d. State of Israel shall not interfere or otherwise become involved in internal affairs of the
40. State of Palestine,
41. e. State of Israel shall sign peace agreement with the State of Palestine and agree not
42. to become involved in any 3rd party military conflict in which State of Palestine is a party, and
43. f. State of Israel shall provide access to all religious sites; and
44. 3 Designates the following rights and obligations by the State of Palestine:
45. a. State of Palestine shall be a democracy with a constitution to protect an individualās rights,
46. b. State of Palestine shall provide all social, educational, and all other services that state
47. provides to its citizens,
48. c. State of Palestine shall respect borders of the State of Israel and shall take any means
49. necessary to prevent border violations,
50. d. State of Palestine provide citizenship to all persons currently residing in Gaza and
51. West Bank with the exception of the Jewish settlers currently residing in the above mentioned areas,
52. e. State of Palestine shall welcome and accept Palestinian refugees currently residing
53. outside the Palestine,
54. f. State of Palestine shall not participate, support, aid, or in other way associate with any
55. and all terrorist, militant, and illegal organizations, and
56. g. State of Palestine shall sign peace agreement with the State of Israel and agree not to
57. become involved in any 3rd party military conflict in which State of Israel is a party; and
58. 4 Authorizes the creation of the Commission on Palestine for initial period of 5 years,
59. which shall do the following:
60. a. Oversee the implementation of paragraphs 1-3 above,
61. b. Report to Security Council every three (3) months of any violations or any matters in
62. regards to this document and its provisions,
63. c. Oversee and inspect any and all border crossings, ports, and airports for any violations
64. of this document,
65. d. Make recommendation as to whether any sanctions or actions are needed by Security
66. Council to implement the provision of this document,
67. e. Resolve any disputes or conflicts between State of Israel and State of Palestine of the
68. following nature:
69. i. Social, educational, and religious,
70. ii. All matters pertaining to transportation,
71. iii. Access to religious sites,
72. iv. Matters of settlers,
73. v. Rights of passage, and
74. vi. Shared facilities,
75. e. Commission shall consist of representatives of all Security Council members, and
76. representatives of States of Israel and Palestine,
77. g. Each member shall have one vote and no veto power,
78. h. Commission shall cooperate with all international organizations operating or
79. otherwise involved in Palestine,
80. i. Commission shall oversee and monitor the election and creation of new government
81. and state service in the State of Palestine, and
82. j. Commission shall have the power to impose the economic sanctions against either
83. State of Palestine or the State of Israel at times when Security Council is not in session and
84. events of great importance or danger occur, and sanctions implemented shall only last until the
85. time when Security Council comes into session; and
86. 5. Further resolves that independence shall be granted to State of Palestine after
87. compliance with all provisions of this document, but no longer than one (1) year from date
88. of the acceptance by Security Council; and
89. 6. Declares that Palestine and State of Israel shall have the period of six (6) month to
90. ratify and agree to this document. Should either side fail to ratify the document, then
91. Security Council shall review the matter and take appropriate action; and
92. 7. Reminds that Security Council shall at any time implement sanctions at State of Israel
93. or State of Palestine for gross violations of this document. Security Council also reserves
94. the right to use peace keeping troops in cases of gross violations or military conflict between
95. the sides; and
96. 8. Decides to stay seized on the matter.
