1. The Security Council:
2. Taking into account all of its prior resolution on this matter, especially
3. Resolutions 242 (1967) and 338 (1973), and
4. Affirming the right of both Israel and the Palestinian people to live side by
5. side within two states in secure borders, and
6. Expressing grave concerns over the tragic continuation of violence that
7. have taken place since September 2000, especially the recent attacks
8. and the increased number of casualties, and
9. Expressing its grave concern at the further deterioration of the situation,
10. including the terrorist bombings in Israel and the military attack
11. against the headquarters of the President of the Palestinian Authority,
12. and
13. Stressing the need for all concerned to ensure the safety of civilians, and
14. Stressing also the need to respect the universally accepted norms of
15. international humanitarian law, and
16. Welcoming the peace plan submitted by Saudi Arabia and adopted at
17. the Beirut Summit of the League of Arab States, and
18. Concerned that continued escalation of violence will expand the conflict
19. in the region in detriment to international peace and security:
20. 1. Condemns all acts of violence in the territories of Israel and the Palestinian
21. authority, including all acts of terror, incitement, provocation, and destruction;
22. and
23. 2. Demands an immediate ceasefire on the ground to be adopted at 00:01
24. GMT on the date after the adoption of this resolution; and
25. 3. Calls on the Israeli forces to withdraw from Palestinian cities, especially
26. but not limited to Ramallah and Bethlehem and to cooperate with fully with
27. Special Envoy Zinni, and others, to with the aim of resuming negotiations
28. on a political settlement; and
29. 4. Decides, with the approval and consent of Israel, to mandate a UN fact-finding
30. mission to visit the Palestinian refugee camp at Jenin to investigate allegations of
31. a humanitarian crisis; and
32. 5. Calls upon the Israeli and Palestinian sides and their leaders to cooperate
33. in the implementation of the Tenet work plan and Mitchell Report recommendations
34. with the aim of resuming negotiations on a political settlement; and
35. 6. Expresses its support for the efforts undertaken by the Secretary of State
36. of the United States as well as the Secretary General to assist the parties to
37. halt the violence and return to the negotiating table; and
38. 7. Decides to remain seized on the matter.
