1. The Security Council,

2. Acting in full accordance with the purpose and principles of the United
3. Nations Charter, and

4. Recalling all of the United Nations documents pertaining to the matter at
5. hand, including, but not limited to Security Council Resolutions 661 (1990)
6. of 6 August 1990, 687 (1991) of 3 April 1991, 699 (1991) of 17 June 1991,
7. 707 (1991) of 15 August 1991, 715 (1991) of 11 October 1991, 986 (1995) of
8. 14 April 1995, 1051 (1996) of 27 March 1996, 1153 (1998) of 20 February
9. 1998, 1175 (1998) of 19 June 1998, 1242 (1999) of 21 May 1999, 1266 (1999)
10. of 4 October 1999, 1284 (1999) of 17 December 1999 and 1330 (2000) of 5
11. December 2000, and

12. Recalling also the Memorandum of Understanding between the United Nations
13. and the Government of Iraq signed in May 1996, and

14. Anxious that the Government of Iraq has to date failed to present conclusive
15. proof regarding any allegations of weapons of mass destruction construed or
16. being conceived in Iraq, as well as allegations of official support of
17. terrorism on the part of the Government of Iraq, and

18. Welcoming the Iraqi Government's explicitly expressed willingness to
19. re-introduce the weapons inspections programme, and

20. Stressing however that all weapons inspections should resume as soon as
21. possible, and

22. Troubled by the deteriorating situation in Iraq in areas including but not
23. limited to humanitarian affairs and human rights, and

24. Recognizing the territorial sovereignty of Iraq and the legality of its
25. current government, and

26. Re-affirming its commitment to the instatement of international security in
27. the framework of the applicable norms and principles of international law
28. and the United Nations Charter:

29. 1. Demands that the Government of Iraq unconditionally and immediately
30. agree to provide full access to whatever sites the UN weapons inspectors
31. deem it necessary to supervise; and

32. 2. Calls on the Government of Iraq to widen its cooperation with the various
33. United Nations departments and third parties that may provide assistance to
34. the Iraqi Government in the humanitarian sphere; and

35. 3.Decides not to lift the sanctions currently imposed upon Iraq
36. until all of the conditions set forth in the respective documents are met or
37. negotiated upon separately; and

38. 4. Stresses that no negotiation whatsoever may take place until all
39. investigation of Iraqi involvement in international terrorism, proliferation
40. of weapons of mass destruction and other matters that may serve as a danger
41. to international security is concluded; and

42. 5. Condemns all parties involved in violating the conditions of the trade
43. embargoes; and

44. 6. Calls on all such parties to abide by the conditions set forth in the
45. respective United Nations documents; and

46. 7. Recalls Article 53 of the United Nations Charter, noting that the
47. Security Council has yet not authorized any enforcement measures against 
48. Iraq, and decides that the current situation does not call for such 
49. authorization; and

50. 8. Notes that the Member States should not accept such authorization by
51. other bodies, whether international or not, as valid until it is confirmed
52. by the Security Council; and

53. 9. At the same time recognizes all sovereign countries' right to individual
54. and collective self-defence; and

55. 10. Notes that no concrete evidence has yet been presented to any United
56. Nations committees or to the Secretary-General of the Organization
57. directly linking the Iraqi Government to any bodies conspiring against any
58. other sovereign nations; and

59. 11. Calls on all Member States to actively work towards peacefully resolving
60. the controversies, using restraint and goodwill, and trying to abstain
61. from using military force for as long as possible; and

62. 12. Notes that a forceful change of government in Iraq may cause chaos and
63. more instability on a region-wide scale; and

64. 13. Reiterates the sovereignty and territorial inviolability of Iraq; and

65. 14. Calls on the Government of Iraq to make concrete efforts towards
66. fulfilling the conditions set forth for the lifting of economic sanctions
67. and general betterment of the social, economical, and political situation in
68. the country; and

69. 15. Decides to remain actively seized of the matter.
