1) The General Assembly:
 
2) Noting with deep concern the economic and political 
3) challenges facing African nations, and
 
4) Cognizant of the issues of international crime and 
5) terrorism which negatively effect many African nations 
6) and which threaten their security and stability, and
 
7) Bearing in mind that the national boundaries of many 
8) African nations do not reflect the most logical and
9) natural political and economic divisions, and
 
10) Aware in this regard that the present political division
11) of Africa challenges the traditional notion of a 
12) nation-state, and
 
13) Deeply concerned for the future of Africa, and
 
14) Desiring peace and stability for all the nations of
15) Africa, and
 
16) Affirming the positive role of the European Union in 
17) stabilizing and bringing prosperity to the nations of
18) Europe, and
 
19) Noting the positive role of international cooperation on
20) regional levels in building new common political, social,
21) economical, cultural and informational areas, and
 
22) Fully believing that the problems in Africa can best be
23) resolved by cooperation between African nations in the
24) framework of an Inter-African organization:
 
25) 1. Draws the attention of Member States to recent efforts
26) to establish and strengthen an African Union; and
 
27) 2. Commends the nations, organizations, and people who
28) have worked and continue to work to make the African
29) Union a viable economic and political force; and
 
30) 3. Calls upon all African nations to improve and strengthen
31) this organization; and
 
32) 4. Suggests that all Member States and non-governmental
33) bodies lend their support and cooperation to the African Union,
34) heeding whatever requests for assistance that they can fulfil; and
 
35) 5. Stresses however that any and all assistance provided to the
36) Union on the part of governmental and non-governmental bodies,
37) whatever its form, must be strictly used towards fulfilling the
38) purposes set forth in this Resolution, namely, the betterment of
39) the living conditions, as well as social, political, and economic
40) situation on Africa; and
 
41) 6. Recommends to this end that the African Union work closely
42) with the World Bank and strive to control the distribution of funds
43) and other resources so that it used in accordance with the
44) purposes of the organization; and
 
45) 7. Recommends that the African Union turn its special attention to
46) issues such as
 
47) a. International crime and cooperative efforts to eradicate crime 
48) syndicates which operate in Africa
 
49) b. Resolution of long-standing tribal disputes which threaten the 
50) peace of the African continent
 
51) c. Establishment of economic standards for each member of
52) the African Union
 
53) d. Construction of such organizational bodies as will oversee and
54) reform problems of economic and political instability;

55) e. Building a viable and stable market economy on a regional level,
56) planning the political systems so that they ensure just and
57) representative governance;
 
58) f. Ensuring the observance of human rights in Africa;
 
59) g. Providing African citizens with access to health and social services
60) and education;
 
61) h. Eradication of poverty and infectious diseases;

62) 8. Decides that the invitation given to the Organization of African Unity
63) to attend the sessions of the General Assembly in permanent observer
64) capacity be extended to the African Union, and
 
65) 9. Resolves to continue working to strengthen organizations such as
66) the African Union, which embody the United Nations ideals of cooperation
67) and mutual aid.
