1) The Security Council:


2) Taking into account its Presidential Statements S/Pres/1994/13 of 31 March 
3) 1994 and S/Pres/1994/28 of 30 May 1994,

 

4) Concerned about the Democratic Peoplesâ Republic of Koreaâs reactivation of 
5) its nuclear facilities in Yongbyong in violation of the ãAgreed Framework 
6) between the United States and the Democratic Peoplesâ Republic of Koreaä of 
7) 29 October 1994,

 

8) Deeply worried about the reports by the United Nations Armistice Commission 
9) that the Army of the Democratic Peoplesâ Republic of Korea has transported 
10) Type 73 light machine guns into the Korean Peninsula Demilitarized Zone,

 

11) Deeply alarmed by the expulsion of International Atomic Energy Agency (IAEA) 
12) inspectors and the deactivation of the monitoring equipment in the nuclear 
13) facilities in Yongbyong,

 

14) Recognizing the threat of proliferation of weapons of mass destruction and 
15) long-range missiles pose to international peace and security,

 

16) Alarmed by the Government of the Democratic People's Republic of Korea's 
17) decision to renounce its obligations under the Nuclear Non Proliferation 
18) Treaty (NPT),

 

19) Reminding the government of the Democratic Peoplesâ Republic of Korea of its 
20) continuing obligations under the NPT during,

 

21) Reaffirming the commitment of all Member States to the sovereignty, 
22) territorial integrity of both the Democratic Peoplesâ Republic of Korea and 
23) the Republic of Korea and the need for a negotiated a peaceful resolution of 
24) all outstanding matters of dispute in the Korean Peninsula,

 

25) Acting under Chapter VII of the Charter of the United Nations:

 

 

26) 1.  Reminds the Democratic Peoples' Republic of Korea of its obligations 
27) under the Panmunjon Armistice Agreement of 27 June 1953, specifically in its 
28) Article 1, Sections 6 and 7;
 
 
 
29) 2.  Demands the immediate withdrawal of all weaponry from the areas 
30) designated by the Panmunjon Armistice Agreement as the Demilitarized Zone;

 

 

31) 3.   Calls upon the government of the Democratic Peoples' Republic of Korea 
32) to allow IAEA inspectors to return to its duties in ascertaining its 
33) compliance with the Nuclear Non-Proliferation Treaty;

 

 

34) 4.   Reminds the government of the Democratic Peoples' Republic of Korea of 
35) its commitment to abstain from ballistic missile delivery systems;

 

 

36) 5.   Further calls upon the Government of the Democratic Peoples' Republic 
37) of Korea to allow IAEA inspectors to reinstall its monitoring equipment in 
38) the nuclear facilities in Yongbyong;

 

 

39) 6.   Urges the Government of the Democratic Peoples' Republic of Korea to 
40) reconsider its decision with regard to the withdrawal from the 
41) Non-Proliferation Treaty;

 

 

42) 7.  Urges all involved Member States to exercise restraint and understanding 
43) in order to find a negotiated settlement in resolving the current situation;

 

 

44) 8.  Encourages interested Member States to continue their efforts in order 45) to achieve a negotiated solution to the situation and to consult with the 
46) Security Council any further action;

 

 

47) 9.  Calls upon the Secretary-General to establish a Working Group, composed 
48) of the Representatives of the five Permanent Members of the Security 
49) Council, the United Nations, the Governments of the Democratic Peoples' 
50) Republic of Korea and the Republic of Korea, Japan, and the International 
51) Atomic Energy Agency, in order to find innovative solution to the current 
52) situation, try to ensure the DPRKâs compliance with its past obligations 
53) under the Non-Proliferation Treaty, as well as with the terms of this 
54) Resolution, as well as the resumption of assistance under the Agreed 1) 
55) Framework;

 

 

56) 10.  Decides to remain actively seized on the matter.
