SC7 -- Situation in Iraq

SUBJECT: Situation in Iraq

1. The Security Council,
2. ACTING within full jurisdiction as appropriated to it within the
3. United Nations Charter, and
4. RECALLING all of its previous relevant resolutions including most
5. recently Security Council Resolution 1441 of November 2002, and
6. NOTING that many tasks remain to be accomplished to guarantee the
7. full and complete disarmament of Iraq as detailed in its previous
8. resolutions, and
9. REAFFIRMING its belief that a peaceful solution can be found to the
10. current crisis over the disarmament of Iraq, and
11. RENEWING its commitment to finding and implementing such a
12. solution, and
13. WISHING to lay out in detail a timeline for the complete disarmament
14. of Iraq, and
15. ACKNOWLEDGING the recent destruction by Iraqi officials of 40
16. al-Samoud 2 missiles which are in direct violation of previous
17. range limits set out by this Council, and
18. FURTHER ACKNOWLEDGING this step as a sign of real disarmament by the
19. Iraqi government:
20. 1. REAFFIRMS the need for the full disarmament of Iraq; and
21. 2. DEMANDS that Iraq fulfill all of its legal obligations accorded
22. to it under all previous Security Council Resolutions; and
23. 3. INSTRUCTS the United Nations Monitoring, Verification and
24. Inspection Commission (UNMOVIC) to double the number of weapons
25. inspectors currently employed in Iraq; and
26. 4. STRONGLY URGES all intelligence agencies, governmental bodies,
27. and any organizations or individuals with information pertaining
28. to the status of any of Iraq's weapons programs to make such
29. information available to the personnel of UNMOVIC at once; and
30. 5. ALSO INSTRUCTS UNMOVIC to take the appropriate measures to draft
31. a checklist of remaining disarmament tasks in Iraq and to
32. determine the earliest possible date as to when these objectives
33. could possibly be completed; and
34. 6. FURTHER INSTRUCTS UNMOVIC to provide a copy of this checklist and
35. timeline to the members of the Security Council within ten (10)
36. days of the passage of this resolution; and
37. 7. ORDERS the government of Iraq to begin working immediately to
38. the extent of its capabilities to complete all of the items
39. defined on the checklist by the dates required; and
40. 8. ALSO INSTRUCTS UNMOVIC to report to the Security Council once
41. every month after the passage of this resolution on the
42. state of inspections in Iraq and of Iraqi compliance; and
43. 9. FURTHER ORDERS UNMOVIC to also report to the Security Council
44. if at any time Iraq fails to achieve a set objective by the date
45. required; and
46. 10. DECLARES that at any time, should Iraq fail to comply with any
47. of the objectives on the checklist by the time required, it is
48. in direct violation of this resolution and the Council will
49. inflict severe and final consequences to ensure the full
50. disarmament of Iraq; and
51. 11. NOTES that if Iraq is proven to be in violation of this
52. resolution as outlined in Operative Clause Ten (10), the Council
53. will not rule out any methods whatsoever of ensuring the full
54. disarmament of Iraq; and
55. 12. DECIDES to remain seized of the matter..
