Appalled by the suggestion of human cloning due to the fact that proper research has not been conducted to ensure the safety of such an operation,

Disgusted by the fact that diseases can be transmitted from animals to humans through cloning,

Alarmed by the fact that in the past, human embryos that were genetically enhanced died before ever developing fully,

Considering that methods other than cloning exist, such as in vitro fertilization, for married couples that have reproductive problems,

Keeping in mind that the medical possibilities of a human clone would be no different from that of a natural human being,

Aware of the fact that research in human cloning is illegal in England, Germany and Norway, a treaty banning cloning has recently been concluded in the Council of Europe, and regulations in some states of the U.S. outlaw it,

Further considering the fact that federal, but not private, funds are prohibited in the U.S. to be used for human cloning research, and no product of human cloning may be born in the U.S.,

Affirmed in our stance by the fact that the possibilities of human cloning do not surpass the scientific capabilities of modern science, The United Nations General Assembly:

1. Encourages all states to ratify laws that outlaw the practice of human cloning due to its moral and ethical implications;

2. Further encourages that any individual or group that conducts research or experimentation in the area of human cloning do so only after careful condiseration of the potential risks and benefits of such research;

3. Suggests that nations that are aware of human cloning research proceeding within their borders engage in careful observation of medical centers that are conducting this research;

4. Stipulates that all research and experimentation in the area of human cloning be done only for the benefit of humankind and that all benefits derived from such research and experimentation be shared freely with all;

5. Deplores the practice of artificial cloning on any species due to the inhumanity of the act toward animals;

6. Designates that annual reports be conducted to ensure that human cloning research is controlled and that the results are submitted to ECOSOC for evaluation;
a) A panel of scientists will be composed from all Member Nations with a concern about the scientific developments of human cloning, and that panel will act as an impartial observation team, sending all results of their observation to the ECOSOC and all relevant subcommittees therein.

7. Requests that governments funding research into human cloning will submit a status report on the amount of funding allocated to human cloning research to the ECOSOC for evaluation by the Economic and Financial Committee;

8. Urges governments that are funding research into human cloning to consider the dangerous biological effects that could result from such an experiment;

9. Demands that free and informed consent be obtained from all individuals who are the subject of cloning research and experimentation;

10. Affirms the right of all individuals who are the subject of cloning research and experimentation to just reparation for any damage sustained as a result of such research and experimentation.
