Subject: Afghanistan
Recalling the principles contained in the preamble of the United Nations
Charter
and in the Universal Declaration of Human Rights, and
Noting the establishment of Taliban rule over most of Afghanistan, and
Reiterating that the United Nations does not recognize the Taliban as the
legitimate government of Afghanistan and has called for all-party rule, and
Welcoming the current UNSC consideration of security-related aspects of this
matter, and
Recalling past implementations of Shari'a by other states, and
Considering that the current situation in Afghanistan compared to other
Islamic
states more closely reflects tribal culture than religious law, and
Regretting that access to education is barred to female children in violation
of
the Universal Declaration of Human Rights, and
Noting with regret that humanitarian aid workers were forced to withdraw
despite
on-going suffering caused by the civil war:
1. Condemns the systemic abuse of human rights in Taliban controlled areas of
Afghanistan; and
2. Calls for the recognition of the equal rights of men and women as declared
in the UN Charter and the Universal Declaration of Human Rights; and
3. Strongly urges that humanitarian aid agencies be allowed to return with
guarantees that no action will be taken against their foreign workers or
Afghani
staff including women in both groups; and
4. Urges that education be made available to all Afghani children; and
5. Urges all sides to recognize that the civil war has
lasted decades and that a negotiated peace is the only real opportunity for
rebuilding Afghanistan.
