The United Kingdom realizes that making the registrar
compulsory for all nations violates the rights of a
sovereign nation. We would apologize to the countries
we have offended. We would like to highly encourage
nations to join the UN Registrar. It would greatly
decrease the amount of illicit transfer in arms.
The proposed amendment would be to strike clause 1a) and
renumber the other clauses. 1b) - 1a), 1c) - 1b), etc.
