The government of the Philippines strongly agrees
with the delegation from India that the situation
in Har Homa in East Jerusalem is of great concern.
We believe that these actions by the government of
Israel in Har Homa is detrimental to framework of
peace as stated in the Madrid Conference of 1991 and
the Taba Agreement concerning the status of Jerusalem.
The government of the Philippines expects the
Israeli goverment to stop building in Har Homa to
prove the consistency of their desire for peace in
the region. For the past month the government of
the Philippines has called for the members of the
Security Council to condemn the Israeli development
of Har Homa as desired by many states in the General Assembly.
However, yet again, the Security Council acted autonomously
from the General Assembly by preventing such a resolution.
We believe that these actions of the Security Council is of
great concern and that is why we desire the need for
reforms in the UN. Although non-binding, GA resolutions
are policy statements of the UN and it is the Security council's
responsibility to take actions based on these proposals.
Again, we are appalled by the Israeli developments
in Har Homa and expect a Security Council Resolution
condemning these acts as well as demands for peace talks.
