This proposed amendment is a very good step,
and the government of Sweden is in favor of
said amendment.
However, this resolution still has other ills.
Operative clauses 2 and 3 are virtually
threatening in tone. We argue that any case
that would invoke such extreme consequences
should be considered very carefully on a
case-by-case situation. Sweden does not
support any statement as widely binding as
operatives 2 and 3, and request they be
strongly modified or stricken out completely.
