The Government of the Philippines strongly agrees with
the fact that the UN needs to be reformed. We believe that
UNOL-R6 is a good step in that direction, however amendments
are necessary to further strengthen this resolution.
First, the resolution should encourage more seats in
the Security Council. Non-permanent seats should be
reserved to various regions of the world to facilitate
a more democratic representation in the Security Council.
We would support the idea of more permanent seats, only
if the number of vetoes necessary to veto a resolution
is increased to two. A double-veto is necessary to
prevent these new and current permanent members from
using the Security Council as their political tool.
This prevents one nation from blocking the work of others,
such as the case in Har Homa. Again we support this
resolution however the government of the Philippines
believe that amendments are necessary to find an effective
solution to such a broad subject.
