: The government of the Philippines agrees with the
: delegation from Libya that it is of great concern that
: countries like the US has not paid their outstanding
: dues and continues to be late in their contributions.
: However, we disagree in the proposed actions by the
: Libyan government to "demand" sanctions on the US.
: First of all General Assembly does not have the ability
: or jurisdiction to "demand" anything from its member
: states. Also, sanctions can only be imposed by the
: Security Council. Although we believe that the current
: sanctions on Libya could have had an influence in their
: proposals in UNOL-5, we request the government of Libya
: to explore more peaceful methods to influence the US to
: act in a more responsible manner in paying their outstanding
: and current dues. One way to do this is to implement
: and to strictly enforce Article 19 of the UN charter.
: This article revokes the voting rights of member states
: that neglect their financial resposibilities. By
: limiting a member states voice in the UN with Article
: 19, we can influence countries such as the US to pay
: all their outstanding and current dues in time. Untill
: UNOL-R5 is amended to eradicate the term "demand" and
: until it focuses more on Article 19 and not sanctions,
: the government of the Philippines expects the members of
: the General Assembly to vote against this resolution.

Please understand that the security council is run by the powers that we are trying to discourage. Juristiction or not, we must do something, even if only to send a message. Together, we can do it. Together, the nations of the world will stop Americas take over the world!
